For the second consecutive year, Sutter East Bay Medical Foundation (SEBMF) has been recognized for statewide leadership in medical excellence as a “Pay for Performance” (P4P) “Top Performing” award winner by the Integrated Healthcare Association (IHA).

“This is an incredible achievement,” said leader Dr. Louis Wu, medical director and CMO for the East Bay Physicians Medical Group. “It validates all the hard work we’ve done.”

Along with nearly 200 physician groups statewide representing approximately 35,000 physicians, SEBMF was evaluated on its performance in four P4P quality measurement domains: clinical quality, patient experience, meaningful use of health IT and appropriate resource use.

Using these four quality measurements, the IHA identified top performing physician groups—in each of the California’s eight P4P regions—whose overall performance score surpassed a comprehensive statewide threshold based on the top 25 percent score for each P4P quality measure.

Based on these criteria, SEBMF was named as a top performer by the IHA. This selective award is a testament to SEBMF’s dedication to delivering high-quality, personalized patient care.

Founded in 2001, the IHA California P4P Program is the largest non-governmental physician incentive program in the United States. The Integrated Healthcare Association (IHA) manages the California P4P Program on behalf of eight health plans representing 10 million insured persons.

SEBMF’s Quality Team accepted this distinguished award in Los Angeles on Sept. 24, 2013. Team members included Dolores Yanagihara, vice president, performance measurement & analytics, Integrated Healthcare Association; Louis Wu, M.D., medical director and CMO, East Bay Physicians Medical Group; Jessica Bobier, R.N., SEBMF quality improvement coordinator of integrated quality service; and Kathy Blanton, R.N., SEBMF director of integrated quality service-total quality management.
